SCOPING CONTEXT

What belongs behind an SLA number

A service level is a measurable operating agreement. It needs a defined service boundary, evidence source, exclusions, support process and review cadence before it can guide engineering or commercial commitments.

Service boundary and indicators

Availability must name the user-visible capability being measured and the observation point. Infrastructure uptime does not automatically mean a transaction can complete, so indicators should follow critical journeys where possible.

Latency, correctness, durability and freshness may matter alongside availability. Each indicator needs a query or test that both parties can reproduce from retained evidence.

Define the service and observation point in plain language.
Choose indicators that represent user-visible outcomes.
Agree calculation windows, rounding and missing-data behavior.

Dependencies and exclusions

Third-party networks, identity providers and upstream systems affect the user experience even when they sit outside the managed boundary. The agreement should state how dependency failures are detected, communicated and included in reporting.

Maintenance and emergency changes need explicit notice and accounting rules. Broad exclusions make a target meaningless; narrow exclusions keep the operational incentives aligned.

Support and incident response

Support coverage describes when an issue can be reported and handled. Severity definitions, response targets and communication intervals determine how that coverage behaves during an incident.

A response target is not a restoration promise. The operating model should separately define acknowledgement, mitigation, recovery and post-incident review expectations.

Evidence, review and change

Monthly reporting should show the raw calculation, incidents, exclusions and error-budget position. That evidence supports capacity, reliability and support decisions instead of turning the SLA into a retrospective score.

Service levels should be revisited when traffic, topology or dependencies change. A change-control path prevents a previously reasonable target from becoming disconnected from the system being operated.

Retain evidence at the resolution required for review.
Review objectives alongside incidents and planned change.
Version the agreement when the service boundary changes.
