Programmes operate through field teams, partners, grants, referrals, distributions and monitoring cycles. Reporting deadlines encourage central collection, yet more data is not automatically better evidence. The system should connect each field to a defined operational or learning purpose, show who can use it, and remove or aggregate it when that purpose ends.
Wavelink separates beneficiary case operations from donor and management reporting. Offline collection preserves consent or other authorised basis, enumerator identity, form version and synchronisation status. Indicator pipelines retain numerator, denominator, period, population and source definitions so a dashboard cannot silently change the meaning of a result.
